Trade Commissioner of the Russian Federation in the Republic of India
Alexander Rybas was born on 23 June 1960 in Tula.
He graduated with honours from Mikhailovskaya Artillery Military Academy (Saint Petersburg), Russian Academy of State Service under the President of the Russian Federation and Diplomatic Academy of the Russian Foreign Ministry. He holds a title of Doctor in Economics and Candidate in Engineering Science.
In 1995 he served within the system of military and technical cooperation between the Russian Federation and other countries.
In 2000-2003 he took a post of Assistant Chairman of the Government for the Industrial Policy, Transport Development and Law Enforcement.
In 2003-2004 he headed the Secretariat of Deputy Chairman of the Government.
In 2004-2006 he held the office of Assistant Chairman of the Government for Industrial Development and Science, Reforming and Development of the Military-Industrial Complex in addition to duties of Executive Secretary of the Governmental Committee for Military-Industrial Affairs.
In February-September 2006 he worked as Deputy Director of the Federal Industry Agency.
2006-2009– Chef Designer and Director General of “KBP Instrument Design Bureau named after Academician A.Shipunov”, Tula.
2009-2012 - Director General “Scientific Production Association “Bazalt” JSC, Moscow.
2012-2014 - Director General “Prominvest” (subsidiary of the State Corporation “Rostec”).
In 2015 – 2019 he worked as State Secretary - Deputy Chairman of Federal Environmental, Industrial and Nuclear Supervision Service.
Since December 2019 – Trade Commissioner of the Russian Federation in the Republic of India.
Alexander Rybas holds Russian Federation Governmental Award in Science and Engineering and the Mosin Prize. He has invented a number of military pieces of equipment and written more than100 scientific works that address issues of strategic analysis of the global market, efficient export systems.
